There's actually a significant section of Mandarin speaking people on the Indian-Chinese border so casting an Indian actor as the Mandarin isn't really unspeakable. The fact that movie Mandarin has already been established as having ties to Afghanistan (through the references to him in the first Iron Man film), his position as an Indian man makes even more sense.
Considering previous Mandarin origins have him as either half-English/Caucasian or a Caucasian man turned green by exposure to his rings, I don't think they're doing too badly with Ben Kingsley.
